Why don't I exist on a background check data base?

I did a background check on myself and the result is that he last name does not match the ss# (no typos or missed numbers; everything was perfect) so I called the company and asked why this was, they checked name, ss# and adress and apparently they dont have me on their data base. the phone number is under someone elses name, my adress does not appear on any name. They said it might be because I have only live in this country for less than a year, with a ss# for 6 months and have no criminal reccords, previous employment, or anything which is tru, but wouldn't there be a file saying that I have nothing instead of no file at all? please help!!
