What do you think of Ron Paul's Parental Consent Act - so parents have to consent to mental screening of kids?

What the heck??? Is the US planning to start a eugenics program. I hope this Ron Paul's bill pes. Psychiatry is not perfect and if run by the government it would be worse. I can't stand when Liberals try to use government to take control of kids over their parents.
