How to remove EveryThing from my computer so i can reinstall the o.s.?

i'm tired of all the junk and ads that were put on this pc. i bought it second-hand. i 'd like to blank everything, then pop in the os cd. but how to remove everything, inc win xp op sys? (i already tried the antispywares etc with no luck)
