Why would Democrats VOTE DOWN an amendment requiring proof of citizenship to receive govt. insurance?

For the simple reason that the Democrats want the votes and if they don't give free stuff to illegals, then when they hand them amnesty, but have to actually WORK and PAY their way, those illegals won't vote Democrats into office.
