Is a Fire station a hospital emergency department?

I've unintentionally violated a policy for an EMT course by going to a hospital emergency department before ping my midterm, at least that's what i was told but all i did was do a ride along with a fire station and i just read the policy/contract for the cl that i signed and it said i was unable to do clinical experience at a hospital emergency department. So basically what I'm asking is going to a fire station the same as going to a clinical experience at a hospital emergency department?
